Leonard called the meeting to order at
7:00 PM.
The Selectboard opened the mail, signed
purchase orders and read the minutes. Minutes of June 7, 2005 were approved
with corrections.
Lt. Lewis brought in a case of gunlocks
to be given out by the Town Clerk to anyone that would like them. Lt. Lewis
also provided Vermont driver’s manuals for automobiles, 4 wheelers and
handbooks on boating laws and responsibilities. Lt. Lewis offered any
assistance that the town might need.
Jim Downing & Martha Crown: The
Great Road could use surveillance because of vehicles speeding.
Lt. Lewis: when the town passes the
highway policy, please forward a copy to the Bradford barracks.
4-wheelers and 4-wheeler clubs were
discussed.
Debra: Gilman Housing and affordable
housing were discussed with the ideas this will possibly bring in more traffic.
Richard Greenwood: spoke on the subject
of putting a public boat access on Lake Groton. Many thoughts tossed out on the
subject both pros and cons.
Robert O’Grady: spoke of concerns with
milfoil.
Mary Grant: had worked on Lake Access
once before. Suggestions were tossed out on car top boats only using the State
Fish & Wildlife access.
Leslee Tocci and Donald Schmidt: both
in favor of being able to use Lake Groton waters.
Patricia Bouley: it is her
understanding that the State can not purchase anymore land without talking to
the Selectboard first.
Mary Grant: spoke on the law VSA # 2809
regarding state purchase of land in town.
Leonard: come up with proposal on where
and what and get more information and with no cost to town.
Debra: the Selectboard is trying to
invite each department to the meetings seeking any problems, concerns or ideas
that they might have.
Virginia Jennings: filled the
Selectboard in on the project and what they are doing to raise money for the
matching funds. Virginia: the Library is holding a sale on July 2nd
from 9 AM to 3 PM to help raise money for the Library project.
Roberta questioned if the grants that
the library is applying for are under the town’s Federal ID number? If so, she should have copies of the
paperwork because she is responsible for all financial matters under the Town’s
federal id number and also because of possible future federal audits.
Virginia: the Library is having
programs again this summer.
Debra & Linda: questioned about the
Library possibly making some room so the food shelf and office could have a
little more storage space?
Diane questioned about coverage for the
Library functions and if they are covered if off the town’s property. Diane
does it work the same as the fall foliage activities?
The Community Club is covered because
of the resolution from the Selectboard.
Roberta will check into this insurance question.

Paul Sykas reported on the sink,
warming oven and stoves that have been purchased.
Linda: still don’t have Internet
services. (Pivotnet)
Patricia: tax sale July 23rd at 10:30
AM.
Brent: crushing should be done within
the next couple of days.
Brent: would like to put out to bid
with local contractors the work to be done on Mt. Ara Rd.
Brent: should approve and post both the
highway and traffic ordinances at the same time, this way money will be saved.
I still need to make a few changes in the wording.
Roberta: Gilman Housing already has the
matching funds on the Vtran paper work.
Vtran park and ride papers, there isn’t
any interest from the Selectboard.
Nate Donley: wondering if a sign could
be put up for a blind driveway or maybe change the speed limit. The Selectboard
said that they would have Jim Downing patrol Powder Spring Road and have the
road crew put up a blind drive sign.
Berne: I have been dismantling the
playground equipment.
Linda: no fuel bids have come in. Do
you want to put out the bids again? The Selectboard answered yes.
Linda: I’ve been making calls to get
call numbers for Jim Downing. No luck yet.
Roberta: will need to borrow a substantial amount of money next week to pay
ambulance contract, county tax and some other miscellaneous large bills.
Leonard: Fire Department had its
ladders tested along with Ryegate and Bath. Two ladders that came from Millers
didn’t pass and a ladder that was put into service in 1965 did pass.
Leonard: responded to a motorcycle
/moose accident then was called out to another accident where the hydraulic
jaws were used. Car fires on the heights and then responded to Clark’s Landing
for burned food and smoke in the building.
Leonard: camera is back in the truck
and the 2004 grant is coming to a close.
Debra: cost is $1.80 per person to
enter the park on the day of the potluck picnic.
Debra: Thank You to Berne Bouley for
the many hours that he gave to the town as Selectman.
Berne: I would like to recommend that
maybe the Selectboard, when considering his replacement, would look at a former
Selectboard member as they would have some experience or consider appointing
Wade Johnson.
Leonard questioned if the Selectboard
could go into executive session to interview. The answer is yes.
