Leonard called the meeting to order at
7:00 PM.
Correspondence and Selectboard minutes
were reviewed. The September 20, 2005 minutes were approved.
Correspondence concerning printing of
the Town Report will be filed until a later date.
Cemetery deeds were signed so they
could be recorded.
Richard questioned who is tending the
Church clock as it is seven minutes fast? Brent Smith’s son has been winding
the clock.
The Selectboard questioned how a
decision could be made by November 1st concerning the Blue Cross
Blue Shield prescription rider figures when there aren’t any rates to go by?
The Selectboard questioned if the
Listers had received their training? Very little training so far.
Laurine Grant brought in a sketch of the
lot that she would like to trade with the Town for the grass area between her
house and the town’s parking lot.
Laurine explained that they wouldn’t care if the town continued to plow
the snow onto that area and that the deed could read that a fence couldn’t be
put up.
Leonard the Selectboard is waiting for
the survey so they won’t make a decision right now.
Debra: one of my concerns is the water
running into their basement.
Patricia: a tax collector’s deed has
been given to Anthony Tanguay for both the Shepard property and the Ernest
Cilley property.
An invitation will be given to Truline
Surveyors to attend the next Selectboard meeting to discuss the survey on the
town property lines.
Leonard: I don’t have any objections
concerning the land trade.
Roberta: Regarding budget reports, some
individual budgets are over but the overall budget is at 71% spent with 75% of
the year done. But also have two large
bills to be paid for the paving on Powder Spring Road and the Mt. Ara Road and
Great Road flood work, which will change that picture.
The health insurance prescription drug
rider need to get more information concerning this to see if things can be
changed at a later late if we want to.
The Selectboard meeting for October 18th
will be canceled and rescheduled for October 25th because two of the
Selectmen will be out of town.
Roberta: In regards to the increase in
the mileage rate amount agreed on at the September 6th meeting from thirty-five
to forty cents, just thought the board would like to see the e-mail where the
IRS rates have gone from 40.5 cents for Jan 1st to Aug 31st to
48.5 cents per mile for Sept 1st to Dec 31st of this
year.
Roberta: still has 38% of the taxes to
collect as of October 4th.
Roberta explained that the Town has to
pay interest at the rate of 1% per month on overpayments of taxes that are
adjusted by the BCA. So please try to
have all the decisions done in time for her to send refunds out before the end
of this month or the Town will incur another months interest.

Debra: traffic ordinance, is there a
reason for the delay on this? Richard has written up the notice for the
newspaper.
Brent: thought you might put both the
traffic ordinance and the highway ordinance in the newspaper at the same time.
There was discussion and questions
concerning this so will bring it back at the next meeting.
Debra: People have spoken to me
regarding the need to keep the stump dump.
Debra: Why is there a problem with the $190.00
that came in from the recreation committee’s fall foliage race? Roberta explained that by state statute you
couldn’t open a reserve fund account without the voters’ approval. So it can only be deposited into the general
fund account and not reserved. An
article should be put on the warning at next year’s Town Meeting if you want a
reserve fund for the recreation committee.
Richard made the motion to reimburse Debra for expenses for the race up
to $190.00. Leonard seconded the motion.
Brent: what about the letter that was
sent to the State concerning Route 232 and proposing some repairs?
Debra: I got it written but never sent
the letter. Debra it should have the all signatures of the Selectboard.
Patricia: the Listers would like the
approval of the Selectboard to make a correction under error and omissions to
the Steven and Brenda Berry property at Ricker’s Pond. Richard made the motion
for the Listers to make the correction needed. Leonard seconded the motion.
Patricia: the Listers and Martin Cherry
will be meeting with John Westinghouse on Monday morning to get some help.
Patricia: I would like to keep the
budget for the Collector of Delinquent Taxes for the year 2006 the same as the
last two years.
Linda questioned the Selectboard if it
would be possible to have Tammy Tinkham do the cleaning of the offices while
she is cleaning the other areas? This was discussed and permission to have
Tammy clean the office was given.
The letter request from Wayne Dyer
concerning an Attorney to be hired if needed was given. The names of Reid and Balivet were given as
Attorneys.
Richard made the motion to adjourn.
Leonard seconded the motion agreed, so moved.
Meeting adjourned at 9:00 PM.
