Leonard called the meeting to order at
7:02 PM.
Correspondence and Selectboard minutes
were reviewed. The November 1, 2005 minutes were approved.
Bids for the Community Building chimney
to be returned by December 9, 2005.
Leonard made the motion to accept
Patricia Bouley’s resignation as a lister effective January 1, 2006. Debra
seconded the motion.
Letter from Journal Opinion inquiring
if the Selectboard would like to have their minutes published in the JO
newspaper? This was postponed until
later.
Letter from the work camp in St.
Johnsbury inquiring about housing a work camp in the Groton area? No as the Town of Groton can’t provide water
or waste system.
Harold Puffer and Fred Braman
introduced an idea of giving the management and harvesting the town’s renewable
assets in wood and lumber to the Library Trustees to help save the taxpayers
money.
An article should be put on the warning
for Town Meeting in March because the Selectboard shouldn’t give away town
assets without voters’ approval.
Tristen Von attended the meeting
inquiring about the assistance from the Town of Groton on upgrading of the
corner entrance on to Powerhouse Road. Tristen had a permit from the State for
the Selectboard to sign if they were going to help him.
Richard made the motion to approve the
project. Leonard seconded the motion and Debra agreed.
Debra presented a letter to be sent to
Secretary of Transportation, Dawn Terrell with concerns of the Route 232
upgrade workings. Will e-mail Linda a copy so she can send onto the State.
Richard spoke with Walter Main
concerning the Town property boundary line surveys. Debra Tanguay called and
spoke with Linda, they will agree with whatever the town surveyor decides on.
Richard said we need a resolution for
the boundary lines.
Roberta presented the health insurance
rates for 2006. Richard would like to
discuss insurance rates along with the dental insurance. Richard asked to have the employees involved
attend the next meeting.
Roberta presented a copy of the minutes
from BMU school board meeting concerning the remaining balance owed on the
education tax. Richard made the motion
for the treasurer to borrow $55,000.00 to pay the remaining tax payment amount.
Leonard seconded the motion.
Brent: needs to review the winter roads
operating policy as it is supposed to be reviewed annually. Debra made the motion to accept the winter
road operating policy. Richard seconded the motion and Leonard agreed. A copy will be posted and filed with the
minutes.
Brent: purchase order for Rinker’s
Communication to purchase software for upgrading to text messaging.
Debra: do warning for the highway and
traffic ordinances for January 17th, 2006.
Debra will post on web site.

Selectmen will discuss Community
Building use fees later.
Richard: did Linda give Auditors the
information to put town report out to bids?
Will invite Auditors to the next Selectboard meeting. Debra made motion to have Richard put the
town report out to bid. Leonard seconded.
Flood Plain Plan hearing date will be
November 22nd, at 6:30 p.m.
Debra: there will be an open house at
the Pancake House on Sunday, November 20th, from 11:00 a.m. to 1:00 p.m.
Richard requested that the Selectboard
go into executive session on a legal matter.
Selectboard entered executive session at 8:48 p.m. Selectboard exited
executive session at 8:52 PM.
Richard made the motion that a letter
should be sent to the Grants with conditions that they would have to meet prior
to the proposed land swap. Debra
seconded the motion and Leonard agreed.
Richard will draft the letter and put a
copy with the orders for November 17th.
