Leonard called the meeting to order at
7:00 PM.
Correspondence and Selectboard minutes
were reviewed. Debra made the motion to accept the minutes for the January 17,
2006 meeting. Richard seconded the motion.
Leonard agreed.
The COD and CLA that comes from the
state were discussed.
Debra is attending a meeting on the
USDA grants.
Vtrans is looking for a recommendation
from the Selectboard concerning the bids for the sidewalk work.
Debra made the motion to go with Dufresne
& Associates, PC. Leonard seconded the motion.
Leonard tried to contact Karen from
Sterling Designs to inform her that he had invited some of the members of the
Community Club to get their opinions on the Community Building design plans.
The Selectboard questioned what the
problem was with the annual reports from Blue Mountain?
Linda answered that the Auditors didn’t
care for the wording.
Richard remarked that the town doesn’t
change the wording of reports that are going into the Town Report. If the Auditors have a problem with the
reports take them to Tom Page and tell him.
A request to add a non-money article to
the town warning was submitted regarding the Vermont Air and Army National
Guard. Leonard made the motion to include the article. Richard seconded the
motion.
Debra will write letters to be sent out
to the department heads for which the budget requested amount was not received.
The letters will go out to the FAST Squad, Fire Department, Listers, Library
and the Second Constable.
Leonard feels that they should meet
with Jim Downing to work on a plan of patrolling and expenses.
Roberta requested the Selectboard go
over the list of town property and review the values. Roberta has already spoken
with Brent on the highway equipment and has values on the town buildings from
VLCT PACIF insurance. Roberta also
reviewed and depreciated the office furniture and equipment. Leonard gave
Roberta some figures for the Fire Department equipment. Roberta said she does
not have any inventory from the Library or FAST squad.
Roberta: the insurance company feels
that people using the Community Building should have proof of their own
insurance or at least sign a hold harmless agreement for the town’s protection.
The Selectboard reviewed the changes
made to the Traffic Ordinance and the Highway Ordinance. Debra made the motion
to adopt the ordinances. Leonard seconded the motion and Richard agreed. So moved.
Leonard informed Debra and Richard
about the meeting with Laurie and Karen concerning the Community Building plans
on Wednesday, January 25th at 3:30 PM.
Linda brought up the boundary line
agreement and that she had spoken with Otterman and Allen concerning the Agent
to Convey Real Estate for the signing of the papers. The papers can be signed
after the thirty days of being posted in the Caledonian Record. That will be January 30, 2006.
Debra made the motion that the
Selectboard authorize Richard Kreis to sign the Boundary line agreement.
Leonard seconded the motion.

Leonard brought up the question about
changing the Selectboard meetings back to Thursday nights, as the Selectboard
don’t get in to sign the orders when it comes Thursday after having a meeting
on Tuesday. Debra made the motion to
change the Selectboard meetings back to the first and second Thursdays of the
month at 7:00 p.m. at the Town Office. Leonard seconded the motion. The next
Selectboard meeting will be on Thursday, February 2nd at 7:00 p.m.
The cleaning of the Community Building
was brought up as nothing has been cleaned recently.
The question is does she still want the
job? Linda will call her.
Richard spoke about people paying to
use the Community Building. Everyone
should be treated the same concerning the fee, even Blue Mountain School.
Leonard made the motion to adjourn;
Richard seconded the motion.
Meeting adjourned at 8:20 PM.
