Leonard called the meeting to order at
7:00 PM.
Correspondence and Selectboard minutes
were reviewed. January 24th minutes were accepted.
Wade Johnson presented the concerns
that the Planning Board has now dropped to a three member board from a five
member board. Wade said it is difficult to fine someone willing to be on the
board.
Wade requested that the Planning Board
be reduced to a three member board until additional members can be recruited.
Debra Tinkham made the motion to reduce
the five members Planning Board to a three member board. This will to be
reviewed in three months, April 6th. Richard Kreis seconded the
motion, and Leonard agreed.
Patricia Grant attended the Selectboard
meeting presenting her interest and resume for a Listers position.
Debra Tinkham made the motion to
appoint Patricia Grant as Lister until March Town Meeting. Richard Kreis
seconded the motion agreed by Leonard Doscinski.
Paul Sykas will be contacted so as to
meet with Patricia Grant.
Richard Kreis made a motion that the
Groton Selectboard endorse and authorize as a town functions the Groton
Community Club annual chicken pie supper alone with the day-long Fall Foliage
Festival activities to be held on Saturday, October 7, 2006, such endorsement and
authorization to include the preparatory activities of October 5 and 6, 2006,
and give permission for the use of the Groton Community Building and grounds
for the activities. Debra Tinkham Seconded the motion. Motion approved by voice
vote.
Debra Tinkham filled the Leonard
Doscinski and Richard Kreis in on the Community Building upgrade plans and the meeting
with Karen from Sterling Design on February 2nd.
Wayne presented a preview of a computer
module for training. Wayne requested the go ahead to purchase a computer from
Vermont Surplus for $290.00 to $300.00 to use for the training. Debra questioned why he couldn’t use the new
computer they already have? Wayne said someone had pass-worded it so it can’t be
used. Richard questioned if they would
need to be on line for this training? Wayne answered no. The Selectboard gave
their permission to purchase the computer.
Wayne requested the permission to
purchase a wrench for the fire truck hose. Need to get prices first.
Debra questioned if Wayne had received
letter concerning the radios? Wayne
answered yes.
Henry explained about digital hand held
radios. Henry was asked to get more information.
The Selectboard discussed how the money
for the Community Building up grade planning should be handled. There was much
discussion on how to do this rather to do a money article on the Town Warning
or to go with a special warned article later for a bond. There should be more
information concerning the up grading plans and the problems with the building
and the good points of the Community Building.

The Selectboard decided to add on to
Article 21, this will read “This will include and update on the Town Hall and
Fire Station renovation project.”
The Selectboard will postpone their
March 2 meeting until March 9th because of Town meeting and then on
March 16th.
Richard said that he wanted to express
his appreciation to have the opportunity to work with Debra Tinkham and Leonard
Doscinski as Selectboard. Richard
stated this Selectboard is doing a great job.
Richard made the motion to adjourn. Leonard
seconded the motion.
Meeting adjourned at 8:25 PM.
