Leonard called the meeting to
order at 7:00 PM.
Correspondence and Selectboard
minutes were reviewed. Leonard made the motion to accept the July 6, 2006
minutes. Dave seconded the motion.
Warren Tripp presented Deane
Page’s name to be added to the Building project committee. Leonard made the
motion to appoint Deane Page to the Building Committee project and Debra
seconded the motion. Dave agreed.
Warren Tripp filled the
Selectboard in on the Community Building project. The engineers will be here
Tuesday July 25th.
Linda needs to have the animal
control pick up some dogs as the owners haven’t licensed them yet and the State
says if they’re not licensed the town shall have the animal control pick them
up and distorted.
Linda: the Journal Opinion
questioned if the Selectboard would like their minutes published in the
newspaper? Not at this time as they can be printed from the web site.
Roberta questioned about getting
three door knobs keyed alike when she gets moved upstairs and having Mathew
Nunn install them. The Selectboard agreed this would be a good idea.
Roberta: questioned if she could
purchase some window blinds, an inexpensive air conditioner to be installed in
the window upstairs and an area rug.
Roberta also discussed the
purchase of a two-line telephone rather then installing another telephone line.
Roberta was told to price an air
conditioner but the Selectboard didn’t have a problem with her picking one up.
The answer is yes to the above questions.
Roberta: discussed the setting of
tax rate.
The tax rate of .4131 was approved
for the town and highway. Leonard made the motion to set the town’s portion of
the tax rate at.4131. Debra seconded
the motion.
Roberta will add a paper to the
tax bills letting people know they are able to make payments on their currant
taxes at anytime during the year.
Brent: still working on finding a
loader.
Brent: will meet with Harry
Chandler about trimming some trees.
Debra questioned about purchasing
a sandwich sign for the Town Office Building? This was discussed and Debra was
told to order the sign.
Debra reminded the other Selectmen
about the ice cream social on Sunday at 2:00 PM.
Lyle and Ellen Edwards requested
the Selectboard do something about Wayne Knott. This should be cleaned up as he
is the Fire Chief and his place does not give a good representation for the Town
of Groton.
The Selectboard will discuss this
more at a later time.
Ed Stretch, Olivia Bealu and Andy
Broderick discussed the sidewalk project, the Groton Library shelving and the
possible audit.
Roberta questioned if Gilman
Housing Trust would purchase a fire proof file cabinet to pay for the time she
has spent on paper work and setting up the banking for the down town project.
Olivia didn’t remember saying they
would purchase the cabinet.
Andy said if there were an audit
the partnership would pay for the audit and they would see about the file cabinet
if there is any money left.

Dave: what can be done about
people parking on the sidewalk in front of the Welch Block?
This was discussed and Gilman
Housing Trust will look into what can be done.
Jonathan: requested the use of the
fire truck to transport himself and his bride to their wedding reception.
The Select board’s response was
the insurance would not cover this event. So the answer is no.
Jonathan: working on forms for reports
but the printer isn’t working.
Roberta: will look at the printer.
Jonathan: light bar prices for the
EMT vehicle.
Leonard spoke on a policy for both
Departments and reports being handed in.
Brent: FairPoint line burial
permit, this is alright to sign.
Selectboard: just wanted to make
Wade Johnson, from the planning commission aware of the old roads act, as Wade
is working on the town plan and wondered if this shouldn’t enter into the Town
Plan?
Dave questioned Brent about
getting the railroad bed smoothed up a little bit?
Betty Eastman introduced Lynn
LaBrie to the Selectboard as the spoke person for the Neighbors of Seyon Ranch.
Leonard explained that the
Selectboard could not say anything regarding Seyon as the neighbors of Seyon
had submitted a letter of appeal to the zoning board of adjustment.
Lynn said they weren’t at the
meeting concerning the appeal.
Lynn explained they were trying to
work with the State to figure out what will work for all concerned.
Lynn & Betty asked the
Selectboard if they had thoughts on what they would like to see happen at
Seyon.
The Selectboard answering they
hadn't given much thought to what they would like to see work at Seyon Ranch.
The Seyon Neighbors spoke of
sending out a survey to the people in Groton asking for their thoughts.
The Selectboard said the Planning
Board were working on a survey and might be able to add a few more questions to
their survey.
Debra: Town 2nd annual
picnic will be Tuesday, August 1st, at 6:30 p.m.
Dave suggested paying William
Putnam the zoning administrator an additional $40.00 a month to his $12.00 he
gets from each permit retroactive to the middle of March. This would be $20.00
for March and $40.00 each month there after, to be paid at the end of each
month.
Dave made the motion and Leonard
seconded the motion Debra agreed.
Leonard made the motion to
adjourn; Dave seconded the motion.
Orders were signed in the amount
of $ 9,054.55
Meeting adjourned at 9:58 PM.
