Leonard called the meeting to order at
7:00 PM.
Correspondence and Selectboard minutes
were reviewed. Leonard made the motion to accept the July 20, 2006 and July 27,
2006 minutes with corrections made. Dave seconded the motion.
Leonard questioned the time for the
Seyon Ranch / Seyon Ranch Neighbors Zoning Board of Adjustment appeals hearing
being held on August 22 at 7:00PM.
The award to Deane Page didn’t happen
at the Town picnic, it will take place at a later date.
Leonard questioned if Warren Tripp had
seen the bill from the engineering study and if they had finished?
Dave, no they have until the end of
August and they are billing time and materials.
Leonard: maybe give a call into the
bike tour group to set it up to work for the town.
Brent: Matthew Puffer is doing samples
of gravel from his land and possibly the town will be able to purchase gravel
from him.
Brent: requested a signature on a
purchase order from the Selectboard agreeing to pay the bill.
Brent: McCullough Crushing moved into
the gravel pit today to see if they’re able to break the bigger stones. If not they might need to be drilled and
blasted. If they drill and blast a
bigger machine would need to be brought in to break the rock.
Brent: haven’t found a loader yet, the one
they had looked at was sold.
Linda reported someone else had been
bitten by a dog near Ricker Pond. This
dog is licensed and is current on rabies shot.
Linda: Milt Lamberton had spoken to the
person whose trash was found in the stump dump and told them to clean it up.
The person is living in a Gilman Housing apartment.
Roberta: tax bills will go out
tomorrow.
Roberta: had to do some corrections on
the grandlist.
Roberta asked if Dave could please put it
up on the web-site that the tax bills have been mailed along with the due date
and time.
Roberta: B J memberships are due if
anyone wants to sign up.
Roberta explained about the NEMRC
disaster recovery plan and the benefits of having this plan and the cost would
be $500.00 a year. One disaster could cost
us much more if all our data was lost.
Leonard made the motion to purchase the
plan and Debra seconded the motion. Dave would like to see if it could be
purchased a little cheaper. Roberta
would see what she could do.
Wayne discussed dry hydrant installation
and the areas they are looking at.
Wayne addressed sign package along with
educational packet, holding tank and radio.
Leonard you need to talk to the budget
committee before bringing things to the Selectboard.
Leonard we will make an exception and
award the dry hydrant job to Matthew Puffer as Matthew is in the area, he has
the equipment and time is of the essence Dave said as long as you stay within
the budget.
Dave need to get the Fire Department
furnace working. Does this need to be put out to bid? Bid requests will be sent out to Power’s Plumbing and Heating,
Jock Oil and Calkins for a 275 gallon oil tank and the installation.

Thank you from the cadets that went to
the training. Timothy Putnam and Jarod Sargent.
The letter was addressed concerning the
discipline of Jonathan Austin-Shortt.
Issues were brought up about bylaws of
the Fast Squad; other issues were discussed with driving too fast and others of
not responding fast enough.
Discussion of the usage of emergency
lights; to permit or not to permit.
Dave will draft a letter to Brian Johns
in response to his letter.
Leonard: the Selectboard has received a
complaint about a property in town and it is your property (directed to Wayne
Knott). Leonard has contacted Dr.
Hutchins and the response is that there isn’t much that can be done if the
person owns the residence but it is different if it’s a rental property.
Wayne: discussed some of the problems
he had encountered with the septic being repaired along with a tree falling
into his yard. But Wayne said in a couple of weeks he would be working on
cleaning some of it up.
Leonard: anything that can be done will
be good.
Debra questioned if the Fire Department
and Fast Squad would be willing to assist with the Fall Foliage race?
Debra reported on Town picnic there
were about 30 people there.
Brent: Harry Chandler was at the town
garage so he talked to Harry about Gilman Housing and some of the problems.
Brent: Harry explained that it isn’t
just Gilman Housing, it is also Groton Community Housing, LLC, Vermont Housing.
Harry will try to spell it all out so that we might be able to understand who
owns what. The property owners are
listed in the grand list by however they are deeded.
Debra made the motion to adjourn and
Leonard seconded the motion.
Orders were signed in the amount of $
11,354.98
Meeting adjourned at 9:30 PM.
