Leonard called the meeting to order at 7:00 PM.

 

Correspondence and Selectboard minutes were reviewed. Debra made the motion to accept the September 21, 2006 minutes with corrections. Dave seconded the motion.

 

Listers

Laurine Grant: requested the Selectboard un-appoint Shelly Murphy as a lister as she is unable to take the lister position. Leonard made the motion to un-appoint Shelly Murphy.  Debra seconded the motion.

Laurine told the Selectboard that she had someone that would be interested in the position of Lister.

Laurine Grant requested the Selectboard appoint Caroline (Kitty) Diggins as a Lister. Leonard made the motion to appoint Kitty Diggins as Lister on a ninety-day trial period (same conditions as Lisa Lord). Debra seconded the motion.

 

Errors and omissions

Laurine explained about an unknown omission and requested the Selectboard authorize the Listers to proceed with the listing of the property for tax reasons. The Selectboard authorized the Listers to proceed as necessary.

 

Treasurers Report

Roberta explained the budget reports.

Roberta: 40 % of the taxes have come in.

Roberta: trip to Barre was a waste of time as the meeting didn’t answer any questions as to how the State would be handling tax payments next year. Roberta said she has some questions that she will ask at the MOMS Seminar in Fairlee.

Roberta: will there be anymore paving this year?

Phillip: yes on Goodfellow Road.

 

Engineer Study Report

Dave explained about the final report from SVE Associates on their study of the Groton Community Building and the Emergency Service Building.

 

Dave: the Building Committee will hold a public report meeting on October 24th at 7:00 p.m. to let people know where this is going. The Committee would like to bring the engineer back to answer questions but it will cost $200.00 for the evening and an additional $200.00 for the architect.

Dave made the motion to pay $200.00 for Kevin Smith (the engineer) to attend the meeting. Leonard seconded the motion.

 

BMU Letter

Letter will be sent to Blue Mountain Union School along with an invoice for use of the Gym.

 

Bid for Sidewalk Snowblowing

The bid for snowblowing was discussed along with the idea of selling the town’s tractor and snowblower. This was tabled until next meeting.

Phillip questioned if the Selectboard knows how the tractor came to be? Phillip explained that the cemetery commission’s tractor was traded toward this tractor they have now.

Leonard will stop and get some figures on the tractor from Blackmount.

LaBrie Letter

The letter received from the LaBries was discussed concerning the cleaning of culverts. A letter answering them will be sent.

 

Welch Block Parking

The parking at the Welch Block was discussed with different ideas on the parking suggested.  Debra will contact Chris with Vermont Housing and set up a time to meet so as to discuss the parking.

 

Constable

Jim Downing spoke with tenants at the Welch Block about the parking.

Selectboard reviewed daily report from Jim.

Jim informed the Selectboard that he had resigned as Constable for the Town of Ryegate. Jim said he would like the Town of Groton to purchase the radar system from Ryegate as they had purchased it.

 

Zoning

Bill Putnam: has gotten behind concerning building permits due to work schedule and family needs. Bill will try and get the permits cleaned up. Maybe need to contact surrounding towns to see how they handle zoning permits.

 

Debra received a call requesting a look at the town’s new revitalization center on October 23rd at 2:00 p.m.

 

State of Vermont’s long-range management plan

There will be a meeting in Danville on October 10th from 5 to 8 p.m.

The copy for the state’s long-range management plan concerning the Groton State Forest will be placed in the Town Clerk’s Office for people to view.

 

Letters to the State

Concerning safety issues on Boulder Beach road.

Concerning early closing of Stillwater State Park this year.

 

Speeders

Phillip stated that there are still people speeding on Minard Hill Road.

Selectboard will pass the complaint onto Jim Downing.

Phillip questioned about letter received concerning drug problems in town.

 

Stump Dump

Stump dump was discussed concerning the need and places to put one and it was decided to defer any action to move the stump dump until a later date.

 

Debra made the motion to adjourn; Leonard seconded the motion.

Meeting adjourned at 9:20 PM.   

 

Orders signed in the amount of $21,991.20.
