Debra called the meeting to order at
7:00 PM.
Minutes and correspondence was read. A
thank you letter from Patricia Bouley was received for the Christmas gift
certificate. Fast and Fire Department monthly call reports received were
discussed as to way to put them on the web site.
A letter from Robert Gruber was
received recommending the Selectboard dedicate the Town Report to Patrick
Shattuck for everything he’s done for the town as he is moving. The Auditors
have already decided this for 2006 town report.
The minutes for December 20 were
accepted.
The minutes of December 21 were
accepted with corrections.
Stump Dump
Dave Spencer explained he had met with
Terry Dana and Brent Smith about clearing an area for the stump dump at the
newer gravel pit.
(Dave
explained there were many ideas talked about and many ways that things could be
done.)
was deleted.
This will be
revisited at a later meeting. Was deleted and rewritten to read, there
was agreement that we would plan to wait until an area was cleared in the
gravel pit and then use that location. This will take a couple of years.
Roberta what will become of the gravel pit, changed to read, stump
dump when it’s used up? Dave: Harry Chandler would like to plant
trees. Some of the old gravel pit will
have trees planted on it as long as the town leaves space for the Dart landing
zone.
The next Ancient Roads meeting will be
January 14 changed to 11at 7:00 pm.
Lapham
concerns
Dave: The state is the first in line
reporting to the Secretary of Natural Resources. It would be good to have a
form letter to hand out to people that come in with this kind of complaint. The
Selectboard will revisit this at the next meeting.
Cemetery Survey
Debra: Adrian Otterman talked to TruLine
Surveyors and the right of ways can’t clearly define.
LaBrie
Dave: will give her a call to let her know we need to speak with
our insurance company.
Roberta: Kelly from our insurance
company said they needed to know more on the history of the activity for this
area.
The Selectboard members Debra Tinkham
and Leonard Doscinski along with Highway Commissioner Brent Smith and Land
Owner Ernest LaBrie had inspected the area on November 9, 2006 at 4:00 pm.
Brent: Lewis had put the ditch in at
the time Lewis owned the property.
Debra: when something comes through the
Selectboard need to act on each person should take a position and then follow
it through.

Community
Ideas
Dave: need to start putting together
kitchen sub-committees to present requirements and ideas to the building
committee.
Debra: we could do our meeting
discussion with e-mail.
Dave: building committee will be
working on RFP. It has stalled until the committee meets with the Fire
Department.
Brent: Tristan Vaughan is the president
of the Fire Department might want to meet with him to set up a time.
Brent: there has been talk that if the
town is going to purchase land or move the fire station it should be on a
larger area then a postage stamp.
Dave: the committee would like the Fire
Departments input.
Dave: will be addressing the Septic
System and writing a letter to Gilman Housing concerning the possible use of
some of their land.
Ancient Roads
meeting
The next Ancient Roads meeting will be
January 11 at 7:00 pm.
Debra: does Paul Gillies have a form to
go by so as to see which way to get started or just pick a road to start on.
Bridge Account
Roberta: still have a bridge account
for the Powder Spring Bridge work with about $5,600.00 in it that we haven’t
closed out because of the small bills that might still come in. We need to do
something with this account. Put this on for the next Selectboard meeting.
Roberta reported on County tax amount
and the Woodsville Ambulance contract amount.
Brent: Article for the bridge account
was in 2002 and 2003 town report.
Dave: need to make a foot note on the
big money items so people will know the reason for the increase.
Roberta: I did have to borrow money.
Highway
Brent: have some purchase orders to be
signed for chains for the truck.
The loader will be put out to bid with
a suggested minimum bid of $5,000.00 with a clause that the Selectboard can
accept or reject bids. Bids will need to be in by noon on Wednesday, February
14 and will be opened on February 15th.
Debra: Brent are you going to the water
shed meeting the last week of January. Dave will try to go to the meeting, Debra
will be gone.
A question was raised concerning the request
for $75.00 appropriation for 2007 from Northern Vermont Resources Conservation
& Development Council’s. What is it and when did we pay for it.
Linda questioned the Selectboard about
something for Patricia and Leonard Doscinski on behalf of the Bean Ladies.
Debra made the motion to give a fruit basket. Dave seconded the motion.
BMU Budget
Committee
Linda brought up Laurianne Rowden
called and asked about one of the Selectboard being on the Blue Mountain Union
budget committee. Dave will go to the meetings and Debra as backup if Dave is
unable to make it.
Debra brought up the ideas of a Farmers
Market a Co-Op store maybe a Community Kitchen into the Groton store area. Debra
is wondering how the Town of Groton can help get business into town and if the
town insurance would cover volunteers.

Debra asked Dave if he would check our insurance coverage for volunteers along with pre-made foods.
Debra made the motion to adjourn.
Dave seconded the motion.
