Leonard called the meeting to order at
7:00 PM.

Roberta:
Doesn’t have anything to say.
Selectboard to Highway
Debra
said that the Selectboard needs to say a big THANK YOU to the Highway crew for all the hard work they did during the valentine
day snow storm.
Laurine explained about the letters
being sent out concerning the land schedule bids. There weren’t any responses.
Laurine filled the Selectboard in on the call from Steve Trombley explaining he
was to busy.
Laurine spoke with Danville Listers
concerning the price they had paid to have a Land schedule constructed.
Debra suggested the Listers try giving
these people a call just to touch base with them and maybe let these companies
know about possibly looking into a future reappraisal contract.
Laurine will contact John Westinghouse
for more input.
Town Clerk
Linda explained that Debra Johnson had
pointed out the mistake in the February 1st Selectboard minutes
under planning/septic system. (Patrick Shattuck was not on the planning board).
Linda explained about the difference in
the wording of article 15 on the warning for town meeting here in Groton and
the Town of Ryegate concerning the same thing.
Linda explained to the Selectboard that
Reginald Smith had spoke to Roberta and I about the Septic Problem discussed
behind Lapham property.
Store Lease
Debra said that Mary McLeod was
supposed to be at the meeting tonight with a lease for the Board to sign. Debra
did not know why she was not there.
The lease would be free of cost to the
town. The long range plans are to have something or someone interested in
moving a business in to the area. The town insurance would cover the events as
this could be as a town function.
Dave talked with Susan Dubie about
insurance a few weeks ago checking to find out if the insurance would cover
events going on.
Leonard explained he had received calls
from people inquiring why the Selectboard were spending time and money on the
General store. Leonard didn’t have answers for the people since he didn’t know
the details of what is going on.
There was much discussion concerning
insurance and the Selectboard being involved in the project.
Leonard: the Selectboard needs to
divorce themselves from this and have the Ad Hoc Committee come to the
Selectboard with their request.
Leonard said people have questioned him
who the five Ad Hoc Committee people are.
Debra: I am one of the Ad Hoc Committee
members.
Leonard: you show be on the other side
of the table then and not act as a Selectperson at this time.

Debra wanted to discuss the issue and
Leonard wanted to wait on the discussion as he feels that Debra is too involved
in the Ad Hoc Committee.
Debra offered to speak off the
Selectboard and as the Ad Hoc Committee. Leonard said not now.
Debra questioned Dave Spencer if he
could see this coming. Dave said we should have seen the lease!
Leonard: so Debra what are you doing
this weekend.
Debra: The Ad Hoc Committee would like
to have February 18 fund raiser for “Music in the park” as a town function.
Dave: We should have Paul or Mary
Burlajung come in and address the Selectboard about the specifics for the 18th.
It has changed from the original plan of a volunteer function.
Leonard questioned Dave if he wanted to
let the February 18th function go on as Debra has a verbal agreement
with Gilman Housing to use the space?
Dave has concerns about the insurance
since there are now vendors involved.
Debra: Mary McLeod said she would take
care of it.
Leonard if there is going to be other
vendors doing things do they have their insurance coverage?
Dave made the motion that the fund
raiser for “Music in the Park on February 18th “be a town function.
Leonard seconded the motion. Dave and
Leonard both agreed.
Leonard: still needs to have the lease
to look at along with insurance.
Leonard: Roberta will you contact VLCT
about insurance coverage?
Linda: I just wanted to let you know
what was required when I had the farmers market.
Debra: I don’t want to talk about it
anymore!
Treasurer
Roberta: I’ve contacted Dennis Lamothe
with Union Bank and Larry Corey with Woodsville Guaranty Bank about interest
rates on a line of credit.
Orders were signed in the amount of $
10,628.18
Leonard made the motion to adjourn;
Debra seconded the motion. Dave agreed.
Meeting adjourned at 8:30 PM.
