Debra called the meeting to order at 7:00 PM.

 

Debra made the motion to accept the Selectboard minutes for March 1st as written.  Dave seconded the motion. Approved

 

Mail was reviewed.

 

New Business

Brad Vietje introduced himself to the Selectboard. Brad said he was letting them know he is opening a business in the Groton General Store area where the video store had been. Brad said he would be opening the store March 17th St. Patrick’s Day.

 

Groton General Store Ad Hoc Committee

Paul Berlejung presented the ideas for the next upcoming “Benefit Book Celebration for the Groton Free Public Library”.

Paul: there will be Lisa Kirby-Crane, creator of Paskudna books for children, Michael Kennedy and Allen Church entertaining with traditional music (Irish, English, Scottish and American) along with Mary Hays author from Corinth. There will also be a display-tribute to Marion Page. There will be tea, coffee, donuts and lunch along with breads, potatoes and jams for sale.

Dave wants to discuss the insurance issue again but will wait until next meeting as Leonard didn’t attend this meeting due to being ill.

 

Listers

Laurine explained the Listers had met with John Westinghouse, PVR, to go over the sales analysis and discussed the CLA and COD.

Laurine: the CLA will be adjusted down slightly because they appealed the sale of the Page / Royston land sale.

Laurine: John Westinghouse feels the Listers should send out letters to reappraisal companies requesting bids for a possible reappraisal contract. Because of high selling prices the town needs to be looking into a future reappraisal contract.

 

Dave and Debra were pleased the budget passed with no problems.

 

Debra: Paul offered his services to the Town as an attorney to give legal advice if needed.

 

Highway

Brent: the grant agreement for the culvert replacement on the Harve Orr Road that the Selectboard signed needs a proof of insurance sent with it.  Roberta will have one sent to them.

Brent: some parts need to be purchased for the wing on Phillip’s truck. A SWAG figure is about $500.00. The place has gone out of business where the parts were previously purchased.

 

Snow Complaint

Debra: I received a call requesting that snow being plowed in the opposite direction on Checchi Street as the trashcans are being knocked over and snow pushed into the driveway.  Is this an easy fix?

Brent: doesn’t work well. If you go the other direction it would be putting the snow in Sue LeBlanc’s driveway.

Brent: I would like to see the Selectboard write a letter asking them to remove things out of the town road right-of-way. (the Selectboard did not request a letter be written)

Tree problem

Dave: I spoke with Leonard concerning the big pine tree across from the Baptist Church.

Brent: I have spoke with Green Mountain Power about the tree. Will have Harry Chandler take a look at the tree if the landowner doesn’t have a problem with it.

 

Village Septic Plans

Brent: Harry Chandler and myself have been doing some investigative research concerning the septic project if that’s all right with the Selectboard.

Dave: reviewing the septic plans from Jamaica Vermont, this is going to take more man power and hours then we have right now.

Dave: recommends if there are people willing to get involved go ahead.

Dave: the Selectboard doesn’t have time or energy right now but would support any activities you and Harry would take on.

Brent: I would like this in the minutes that a septic project was discussed.

 

Groton Village

Dave: Looking into the Groton Village distinction. I’ve been told that in 1965 or 1967 the town voted to take on village function and we should check our minutes to see if that is true.

Debra: Radar system from Ryegate still on hold.

 

Recycling

Debra: Ed Avery spoke to me about recycling. I told him to come to a meeting in April with more information.

 

Treasurer

Roberta: leaving for vacation on March 19th so will pay all the bills that have come in before I leave and estimated payroll checks will be done for distribution on regular dates.  When I return Laurine and I have a NEMRC grand list/tax billing seminar to go to due to all the legislative changes effective this year.
