Leonard called the meeting to order at
7:00 PM.
Mail was reviewed. Purchase orders were
signed.
Debra: would like it in the minutes 1st
Constables Milt Lamberton’s report was very good.
Debra: would also like it in the
minutes that the FAST Squad’s report was a very good report.
FAST Squad
Jonathan: the FAST Squad has been doing
research for a new FAST Squad vehicle.
They have researched vehicles such as
SUVs and Chevy suburban to be converted into what they need for a FAST Squad
vehicle.
Dave: questioned what the difference is
between an SUV and a suburban.
Matthew explained what is needed for a
FAST Squad vehicle along with trying to keeping the cost down.
There was much discussion concerning an
older vehicle verses a new vehicle.
Leonard stepped aside as Selectmen to
say that he supports this kind of vehicle and he doesn’t want to see them going
back to an old vehicle.
The Selectboard gave their permission and
backing for the FAST Squad to continue researching Vehicles.
Insurance
Jim
brought in a quote from his insurance company concerning the Town picking up
the difference in cost in the insurance rates because of being used for law
enforcement services.
There
was much discussion about the cost for have the Constables having the blue
lights and if it is worth the additional cost.
Debra:
would rather see Jim putting more work related hours then paying for the extra
insurance cost because of the blue light.
Leonard
made the motion to pay the difference in Jim’s insurance. Dave seconded the
motion.
Debra
disagreed.
Jim
will contact his insurance company for the additional insurance coverage and
then give the bill to Roberta when the bill comes.
Jim:
the hat he ordered should be in this week.
Leonard:
Jeff Berwick approached the Fire Department regarding the (VIFS) insurance through
Berwick Insurance.
Leonard:
will discuses the (VIFS) insurance with Jeff Berwick for the Fire Department.
Mold
Dave: researching companies that do
steam cleaning of carpets.
Tammy came in to wipe down the shelves
and desk.
Charles Frost wants to see his building
which is on town property and is looking for some assurance of longevity for
the building from the town.
Dave has heard from Adrian Otterman
regarding the deeds the Town of Groton must use and maintain the property for
public-right-of-way purposes or the land will revert to the State of
Vermont. Adrian recommends the town not
put any intent in writing to Charles.
The Selectboard agreed to Adrian’s
recommendation and Dave will get back
to Charles Frost.
Dave reported he met with Jeff Simone
of Ross Environmental and they had toured the town garage and the Frost
property. He recommended the town dig
test pits to determine whether tanks exist and their location.
Brent is scheduling this activity.
The
committee received proposals from six (6) architectural firms for work on the
town hall and the fire station. They
are now deciding which firm to recommend to the board.
Contract
The
contract for the Woodsville Ambulance was signed in the amount of $13089.60.
Housing
Complaint
Debra:
Allen Gandin approached her concerning the empty house back of his, wondering what
is happening with it if anything?
Town Picnic/ Recreation
Debra:
Judith Chandler is helping me this year. Not sure where it will be this year.
Debra:
Music in the Park is set for July 5th.
Debra:
the Town of Groton doesn’t have anything to do with the store as the lease was
up June 15th.
Debra:
Down Town Vermont is working with Housing Vermont to try and get something in
the store area.
Sidewalk Plans
Dave
and Brent reviewed the plans and they look OK but there are a few questions. Dave
will communicate these to Gilman and Housing Vermont.
Dave indicated he had called Bob but
Bob had not returned his call. Debra said she would talk to Bob.
State/ Town
Committee
There was a meeting June 27th. It was a good initial meeting primarily
focused on organization.
Lock Boxes
Leonard: still having problems with the
lock box program system for the fire truck.
Gilman Housing’s maintenance person has the lock boxes for the
buildings.
Leonard: the constable’s budget needs
to be looked at along with the emergency services budget for the up coming
year.
Highway
Phillip would like the Selectboard to
review the metal post driven into the town highway right of way.
Phillip will be on vacation next week
maybe it should be put in the budget to have someone come in and work when one
of us are on vacation.
Brent: access to Boulder Beach is being
worked on.
Sidewalk plans were revived.
Brent: The Ricker sand pit needs to be
stripped. Do you want to put the stripping work out to bid?
Put it out to bid for the stripping.
Orders were signed in the amount of $ 34,906.00.
Leonard made the motion to adjourn;
Debra seconded the motion. Dave agreed.
