Leonard called the meeting to order at
6:30 PM.
Selectboard discussed the issue of
holding a meeting even though all three of the Selectboard will not be in
attendance. The Selectboard agreed the
meetings should be held as scheduled unless two members will be away.
Selectboard put together a list of
things that need to be addressed so they can be worked.
Town Hall and
Fire Station
Building Committee will be working on
the town hall and fire station plans for the next six months. The Selectboard will let the Building
Committee handle this for now.
Emergency
Services
– Plumper Truck
Brent is the Emergency Manager.
Budgets – working on long term budgets
Budget Committee
We need to come up with a plan and talk
with people to try and put a budget committee together.
The budget committee should have an
Auditor and someone from Planning on the committee.
Each department should start focusing
on a five year budget plan.
Check with the Auditors to see when
they will need stuff in for the town report.
Ancient Roads
Dave: tried having some meetings but
there was a low turn out and not much work got done.
In July of 2009 if there isn’t
something done about recognizing the ancient roads they will just go away. Help is needed to work on this issue.
FAST Squad
The Groton/ Ryegate FAST Squad was
discussed concerning the betterment of the FAST Squad and how to fund a new
FAST Squad vehicle along with getting new members.
Law
Enforcement
Dave: spoke with Ryegate Selectmen Andy
Smith concerning the purchase of the second Constable equipment.
Personnel
Policy/ Policy & Procedures
The Auditors and the different
departments have talked about putting together policy and procedures hand
books.
Linda’s hours of work were discussed.
The Selectboard will ask VLCT what
policies are recommended for a small town like Groton.
Planning
Wade gave an update concerning the town
plan.
Plans for the future – Emergency
Services/Fire Department access to homes and business.
Address village development, village
septic, sidewalks, railroad bed and class 4 roads.
Increase in building permits fees will
be discussed at planning meeting.
