Leonard called the meeting to order at 7:03 PM.

 

The September 20 Selectboard minutes were accepted as written.

Mail was reviewed. Purchase orders were signed.

 

Treasurer

Roberta: Tax Collection is going good about 50% collected.

Roberta: I ran some questions by Jeff Berwick concerning VFIS Insurance.

Discussion about the differences between VLCT and VFIS insurance was discussed.

Leonard: We need to have the Fire Department and the FAST Squad meet with both insurance companies this way they can ask questions if they have any.

Dave thanked Roberta for taking the time concerning the insurance information.

Roberta: we will be getting a new computer and ballot boxes through the HAVA grant for Linda.

Roberta; we may need to hold a BOA meeting concerning an error with a property.

  

Listers

Kitty: addressed the Cartographic map contract feeling it was all right for the Selectboard to sign.

 

Recycling

Kitty: Gene Perkins would like to hold a meeting on October 24th at 7:00 PM at the South Ryegate Fire Station to get a discussion group organized to find a space for a new recycling center. I would like to put the meeting date into the Bridge Weekly.

 

Complaints

Herman and Barbra Powell attended the Selectboard meeting with a complaint they were being told by the Constable they could not park in the break down lane on Route 302 in front of there house.  The Herman stated that Route 302 is a State highway and there fore the town constable has no authority telling them they can’t park there.

Leonard made the motion to go into executive session on a personnel issue. Dave seconded the motion. The Selectboard entered into executive session at 7:43 PM.

The Selectboard exited executive session at 7:50 PM. No decisions were made.

 

Grace Zambon would like something to be done about the neighbor’s dog barking.  The dog starts barking early evening and barks until early morning.  Grace has written complaints and nothing has been done.

Linda: It was taken out of my hand for sending complaint notices.

The Selectboard gave Linda (The town Clerk) permission to send out the warning notices on animal complaints when warranted.

Leonard: Tuesday morning when responding to a call on the State Forest Road he ran over brush and debris that had been placed in the roadway on 302 so as to slow traffic down.

Insurance

Roberta will set up a meeting between VLCT and VFIS insurance companies for November 6th at 7:00PM at the Fire Station.

 

Budget Committee

Selectboard: we how have a three member budget committee they are Mary Grant, Richard Kreis and Andrew Dorsett

The Budget Committee duties will be to collect and analyze information differences then bring it to the Selectboard with recommendations.

The second task would be to identify and work on long range requirements and solutions.

Debra: along with long range equipment plans.

 

Underground Tanks

Dave gave a report on the underground tanks removed from Town property.  That report is attached.

 

Emergency Services

Dave: one of the Groton Selectboard should attend the Ryegate Selectboard meeting to establish communication about the FAST Squad. He will do this.

 

Building Committee

Dave: talked with Robin Roystan concerning the piece of land recommended by the Building Committee for the site of the new fire station.  The recommended land has been sold so we will now develop an alternative plan.  A Special Town meeting will not be required at this time.

Debra: I have e-mails to NCMC and Vermont Housing concerning the lighting at the Library as it is not working and they have not responded to my e-mails.  This is very dangerous for the people using the Library, upstairs and down and the Librarian leaves after dark.  The Selectboard agreed if the situation is not corrected soon than they need to contact the town lawyer.

 

Orders were signed in the amount of $29,761.28.

 

Debra made the motion to adjourn; Leonard seconded the motion.

 

Meeting adjourned at 9:15 PM.
