Leonard called the meeting to order at 7:00 PM.

 

The Selectboard minutes for October 4th were accepted as written.

Mail was reviewed. Purchase orders were signed.

 

Can Cage

 Linda: Mathew and Gary have discussed and agreed on the usage of the can cage.

Linda: no Fuel bids have come in. I will put the fuel bids out again.

Linda: Need to visit our animal regulations and update them.

Dave: VLCT has a model ordinance.

Leonard and Dave: Linda would you and Josephine Guertin work on updating the animal ordinance and bring it back to the Selectboard?

I will look it over and see what I can do.

 

Groton/ Ryegate EMS

Dave reported on attending the Ryegate Selectboard meeting and apologized for not having more communication with them concerning the Groton/ Ryegate FAST Squad. 

Jonathan: we have found a 2003 ambulance that can be purchased for about $1500.00 as it is being replaced with a diesel run ambulance. No action taken at this time.

Leonard: feels the old FAST vehicle should be put out to bid. Dave agreed.

Leonard handed out a proposal for the FAST Squad to be reviewed.

 

Building Committee

Warren: the Building Committee had visitors with concerns and questions.

Warren: The recommended land lot # 4 has been sold so we have been told but the

Royston lot # 3 is a good lot. The Fire Department will be asked for their recommendations on this lot.

The Fire Department sub-committee meetings need to be posted and follow the open meeting rules.

Warren: Black River will meet with Roberta next week concerning her office space.

 

Budget Committee

Dave: we will have Debra kick off the budget committee.

The Budget Committee could analyze information concerning salaries then bring their recommendations to the Selectboard.

Phillip: what information is the Building Committee looking for?

Dave: they are looking for information on design and remodeling for uses.

 

Complaints

Fall Foliage parking and detour routes need to be checked into.  Parade permits should be looked into also.

A letter will be sent to Mary Grant concerning these issues and suggesting a Parking and traffic subcommittee be put in place next year.

What do people see for the community building?

Phillip: there is a lot of experience in the building committee personnel.

Recycling

The meeting on October 24th at 7:00 PM will be at the Ryegate Corner Fire Station not the South Ryegate Fire Station to get a discussion group organized to find a space for a new recycling center.

 

DownStreet Vt

Dave: DownStreet VT would like to use one of the stoves from the Community Building kitchen.

Linda questioned if the stoves belonged to the town or the Community Club?

DownStreet VT will be told they can borrow the stove, pending approval of the Community Club concerning the stove.

 

Highway

Brent: a culvert failed on Seyon Pond Road it had been replaced five years ago. The culvert was undermined so we have been working on that.

 

Fire Department

Phillip: Brent and I worked with Phil from NCMC to install the Knox boxes on the Library, Pancake House, Lauzon Building, Clark’s Landing, Welch Block and the Peter’s Building now we will wait to see if the codes work.

Brent: I would like to see Knox boxes on the town garage and community building.

The spare keys are in the vault.

This system allows property owners to put a set of keys in a locked box on their building for the Fire Department. These are available if anyone is interested.

 

Linda questioned Selectboard about Thanksgiving gift certificates for the employees.

Leonard made the motion to give out the same certificates as last year. Dave seconded the motion.

Linda questioned about a fruit basket for Russell Tinkham.  Dave and Leonard said most certainly.

Dave will be away for the November 1st Selectboard meeting.

 

Insurance

Roberta set up a meeting between VLCT and VFIS insurance companies for November 6th at 7:00PM at the Fire Station.

 

Orders were signed in the amount of $10,021.60.

 

Leonard made the motion to adjourn; Dave seconded the motion.

 

Meeting adjourned at 9:15 PM.
